Chrome restricts you from creating shortcuts to these. If it doesn’t do the trick, please say so in the comments. However, the Create Shortcut option will still appear grayed out on new tab pages or in Chrome’s internal pages (such as the Settings page). This should fix it, especially if the problem has just started recently. Plus it is sad that we can't make use of the resolution if we want to use Chrome. I didn't post this solution earlier because this fix still really isn't ideal. You might have to decrease the zoom in the Chrome settings so the actual web pages aren't too big.
